Abstract

This article provides agencies at state, regional and local levels with tools to use to develop guidelines for creating safe places for people to walk. The scope is limited to creating guidelines for sidewalks that that address only one major pedestrian need: safety. The article reviews: basic principles; new construction; retrofitting existing sidewalks; design guidelines; and cost considerations.
