Abstract

The experiences and lessons of catastrophic natural events in the 1980s and 1990s, including hurricanes, tornados, and earthquakes, as well as human-made events such as the terrorist attacks of 9/11 led to a focus on the "before-and-after" periods of disaster from the perspective of both the victim and the responder. Numerous books and articles describe the phases of disaster management in generalized terms and largely from the victim's perspective. In contrast, this article describes the 4 phases of disaster management, including (1) mitigation, (2) preparedness, (3) response, and (4) recovery from the perspective of a health care provider.
