Abstract

This paper addresses methodological issues faced in the development of a study to assess two issues related to user perception of level of service (LOS) at signalized intersections: (1) the appropriateness of the current "Highway Capacity Manual" LOS for signalized intersections in terms of users' time-estimating capabilities and LOS perceptions; and (2) the factors affecting users' LOS perceptions at signalized intersections. The paper presents a conceptual model of perceived LOS and describes how this model was used to identify data needs and to develop the experimental design and procedure. The purpose of this paper is not to present and discuss results of the research, but to lay the groundwork for the results to come. By doing this, the authors hope to instill confidence in the research methods so that the subsequent results and recommendations will be credible. Further, the authors make methodological recommendations for future driver-perception studies of LOS at signalized intersections.
