Abstract

Geiger charges that the Defense Department's plan for the Civilian-Military Hospital Contingency System, to be activated in the event of a "large-scale" war overseas, is actually based on a scenario of "limited" nuclear war. He argues that physician participation in a plan aimed at coping with the consequences of nuclear war is unethical because there can be no effective medical response to any nuclear war. Moreover, physician participation in nuclear war "disaster" planning may increase the risk that such a war will occur by misleading the government and the public into believing that adequate medical care would be available.
