Abstract

Defending the refusal of sixty physicians at Contra Costa County Hospital in Martinez, California, to comply with a Defense Department request to set aside some hospital beds for military use in the event of war, Murray argues that the obligations of physicians to care for the casualties of war does not detract from their obligation to publicize the public health implications of defense planning. Doctors have a special duty to intervene whenever any powerful institution threatens the health of individuals or of the public because of their professional dedication to health, the public esteem in which they are held, and their own institutional strength.
