Abstract

Very little is known about the safety performance of organizations dealing with high risk technologies. To develop effective strategies for enhancing safety performance, we need valid and reliable measures of safety. This implies taking a total systems perspective on safety which includes both human/organizational and hardware factors. This paper highlights some of the concerns associated with measurement of safety, and suggests directions for research.
