Abstract

What implications for intergovernmental relations might be drawn from a community disaster such as the tornado which cut diagonally through the city of Topeka, Kansas, on June 8, 1966, resulting in the loss of 17 lives and property damage in excess of $100,000,000? A discussion of intergovernmental relations under such conditions is useful for noting the essentially crosspatch approach government reverts to when dealing with human problems and misery in a disaster; illustrating the interplay between the political and bureaucratic components of government in dealing with a disaster; gaining new insights on the conditions which help to promote intergovernmental cooperation in a meaningful way.
