N2  - Mental health is one of the five key areas for health targets included in the UK Government's 1992 White Paper 'The Health of the Nation.' This presents the potential for a shift of resources from institutions to local services and for improved preventive work. But there are also major risks: suicide might be prevented only through more coercive and alienating services; improvements in 'health and social functioning' could fail to meet users' own aims for a good quality of life.
