N2  - Drug policy advocates must move beyond simplistic concepts of supply reduction and demand reduction. A realistic drug policy must differentiate between drug use and abuse and must avoid contributing to the harm done by drug use. A harm reduction approach requires a more refined model representing the interactions of the complex system of variables which influences the outcomes of the drug experience.
