A comparison is made of driver actions required for the stopping manuever and the avoidance manuever. The use of requirements based upon the avoidance manuever is proposed as a basis for sight distance guidelines, considering level of service as a factor. The operational steps in the driving guidance and control process are presented. Use of human factors research regarding driver perception is made to derive values for a perception sight distance. Anticipatory sight distance is also defined, and recommended values presented. Finally, special conditions are identified which warrant additional guides to provide for large trucks. Each of these guidelines are summarized in tabular form.
