One of the city's problem is the mounting traffic violations. To address this problem, the city decided to use the strobe system, a device that is mounted inside the red lens of a signal housing. City personnel measured the violation rate of motorists during one hour period before and after installation of the system. Data obtained indicate that the strobes do not have the desired effect of raising motorists' awareness of the change in right-of-way at pedestrian traffic signals.
