N2  - The author first recalls that the post-Cold War period is certainly characterized by the absence of wars on an international scale. On the other hand, insecurity has never been greater in certain regions of the world than today. As proof, he evokes the resurgence of internal conflicts, as well as the proliferation and availability of small arms. Referring to experiences in different conflict situations, the author emphasizes the role that NGOs can play not only in the search for a negotiated solution but also, and above all, in preventing recourse to violence. The activities of the ICRC and certain National Red Cross Societies are particularly highlighted.   ===  L'auteur rappelle d'abord que la période de l'après-guerre froide est certes caractérisée par l'absence de guerres à l'échelle intemationale. Se référant aux expériences vécues dans différentes situations de conflit, l'auteur souligne le rôle que peuvent jouer les ONG non seulement dans la recherche d'une solution négociée mais encore, et surtout, dans la prévention du recours à la violence.
