Personnel administration plays an important role in administration, and the personnel management system of public officials is the heat of public management. Asymmetric information causes problems in various markets dealing with specialized knowledge and skills. Labor market related to the personnel management system is one of those markets. Asymmetric information cripples the function of market mechanism to achieve the optimum distribution of resources. The composition of this paper is described below. Firstly, this paper marshals the problems caused by asymmetric information based on agency theory. Secondly, this paper takes up some appointment systems from the personnel management system of local governments, and analyzes them from the viewpoint of asymmetric information. As described above, this paper argues that the problems of asymmetric information have occurred in various places of the personnel management system of local governments. In addition, this paper argues that the trust built in the long-term relationship in the personnel management system improves the problems of asymmetric information. The problems of asymmetric information have no small effect on personnel management. Local governments are required to accurately recognize and address the problems of asymmetric information which have occurred in the personnel management system in order not to reduce administrative performance of local governments.
