Our society is also vulnerable to COVID-19 pandemics and natural disasters. This paper surveys the conventional disaster governance regimes and examines whether a sustainable and resilient society against natural and human-induced disasters can be built. This paper aims to shed light on resilient city and country building from the perspective of disaster prevention. Current disaster strategies must be updated in order to mitigate the cost of disaster events and to make people happy. This paper quantifies the scores of the COVID-19 policies for strengthening disaster prevention technology.
