N2  - Three explanations are considered for the fact that the states which have historically used executions most are the same ones which have the highest murder rates. The argument that both murder and capital punishment rates reflect a low valuation of life is supported by the finding that the states which have used the death penalty most are now the ones most lenient in the length of time they confine murderers before releasing them on parole.<p />
