N2  - This paper points out the increasing requirements for safety standards for non-military Deep Submersible Vehicles and discusses governmental responsibilities in this area. Suggested broad criteria for the certification of Deep Submersibles are set forth and briefly discussed. It is concluded that there is a definite requirement for government regulation of Deep Submersible Vehicles.<p />
