N2  - In order to establish effective safety guarantee system in road passenger transportation, ensure passenger life and property, the role in carrying trade, market characteristics, resource assign element, development power and technical hazard of road passenger transportation were analyzed. It was pointed out that passenger transportation was not belong to usual market competition field, so government should take rigid regulation on the trade.
