SP - 5 EP - VL - 32 IS - 5 N2 - In order to assess the effects of engineering measures on accident frequency it is necessary to estimate the expected accident frequency at the study site prior to the application of the engineering measures. In recent years various methods have been proposed for estimating the expected accident frequency. One such method is the Empirical Bayes (EB) method. This paper describes a variant of the EB method and demonstrates the accuracy of the estimates achieved using data for a group of untreated blackspots.
