N2  - Every single accident has its causes. However, when it comes to the examination of a group of accidents occurring on a site over period of time, one immediately realizes that the process of accident occurrence is characterized by pronounced randomness. Recognizing that randomness is inherent in accident occurrence, one has to be reconciled to do the analysis of accidents in terms of probability. Accordingly, the safety of a site is not the plain count of accidents occurring on it during some period of time. Rather, it is the count of accidents (by severity and type) 'expected' to occur on it.<p />
