However, developing community resilience requires the sharing of numerous resources and the development of collaborative capacity, both of which make ICT design a challenge. This paper presents a framework that integrates community based participatory research (CBPR) and participatory design (PD). We discuss how the framework provides bounding to support community driven ICT design and evaluation.
