N2  - Two major factors regarding sampling procedures for determining speed characteristics are covered, which are (1) the best times for observing speeds to obtain the desired characteristics, and (2) the size of sample required for acceptable accuracy. Also included are field study procedures, sites used for observations, analyses made, apparent trends in the data, and the development of a table of confidence interval limits.<p />
