SP - 36 EP - 40 VL - 53 IS - N2 - Sufficiency ratings are discussed as an aid in measuring highway needs by reference to sound design standards. However, a number of other factors must be considered which also affect the priority rating. These are: (1) effect of highway classification, (2) geographic distribution, (3) continuity and consistency of route development, (4) rural- urban and urban-urban relationships, (5) benefit-cost ratio, (6) backload, future and emergency needs, and (7) time and personnel. These should have equal consideration with the sufficiency rating before annual priorities are set.
