N2  - Based on American experience the paper discusses the procedures available to assist urban designers in ensuring that the overall intention of a project is fulfilled as each of its components is developed. It underlines the importance of design guidelines in shaping the property development activities of individuals and organizations to meet public objectives. The paper shows that design controls need to be explicitly and empirically linked to design objectives. The importance of a strong empirical base for design control is argued and a case is made for ongoing research.<p />
