N2  - In an effort to reduce traffic fatalities, a [USA] federally funded driver control program is being proposed as part of the transportation department's 1973 budget. The intent of the program is to influence driver behavior by upgrading driving skills, knowledge and attitudes of competent drivers and by screening out incompetent drivers.
