This can either lead to a growing concentration of wealth and power in fewer and fewer hands, through a series of vicious cycles, undermining human security for all; or it can lead to a decentralisation of power and an overall improvement of human security. This article considers four forms of power - military, economic, cultural and political and mechanisms which lead to greater concentration or greater decentralisation of these forms of power. It examines who has the capacity and motivation to help democratise power and thus advance human security.
