The framework is sought primarily from the public's standpoint who is both exposed to risks and set to hold its due sovereignty of civil society, in order for experts to bring meaningful prescriptions for the society. A set of risk descriptors is constructed to see if a typological imaging stands from risk characteristics onto risk governance structure. Standardized and clear sketching of risk characteristics and governance over multiple risk agents is expected to lead to an early problem detection and to bring acceptable and mediatable social way out.
