SP - 21 EP - 36 VL - 18 IS - 1 N2 - Problems in the evaluation of the benefits and disbenefits of air transport are examined, including the scope of the evaluation methods and the management of the evaluation process. It is suggested that it would be to the industry's advantage to initiate a full societal evaluation of air transport. A demonstration is given of the use of a notional evaluation as a basis for an analysis of air transport's strengths, weaknesses, opportunities and threats. The results lead to suggestions for possible new policies aimed at synergistic solutions to several problems. Some of these might be to market strongly air's ability to enhance regional accessibility, to accelerate the trend to using aircraft with reduced field requirements and to research the possibilities of novel technological solutions to the environmental and capacity problems.
