This program attempts to provide drug abusing students with counseling services through school teachers. However, evaluation results indicate a large discrepancy between the program as planned and the program as delivered in such areas as coverage of the target group, the quality of treatment, the training provided to teachers, and mistrust between implementors and decision makers. The implications of this study for several issues in program planning and evaluation will be discussed in this paper.
