Different approaches to behavioral monitoring and the comparative role of behavioral surveillance are discussed, followed by an exploration of some of the practical issues that arise in the implementation of behavioral surveillance systems. This article concludes by stressing the importance of ensuring that the results of behavioral surveillance work are translated into actions that improve the national response to HIV.
