Inferences about crime only may be made when comparing a particular place (state, city) to other similar places. 2. Crime and deviance statistics are unique in that one must have an adequate population base to make inferences that are meaningful. If the population base is not adequate, an inference cannot be made unless this condition is remedied. 3. Use only rates of occurrences per 100,000 people per year as a standard for comparison. If some other rate is used, then this fact must be clearly stated and the reason for deviating adequately explained.
