N2  - This article considers the role of non-governmental organisations (NGOs) in supporting the development of policy to enhance child welfare and protection services. It examines some of the opportunities and barriers which exist for small-scale service–delivery organisations to contribute effectively to policy formulation and explores opportunities for the development of this capacity.
