Using social movement theory, it explores how the new gendering of political and discursive opportunity structures has affected social policies and the ability of social movements, specifically the domestic violence refuge movement, to influence policy. It concludes that although new opportunities have been created there are also constraints that have the effect of marginalizing more radical feminist voices.
