Its sporadic implementation raises the question whether it is a first step towards a comprehensive policy or just a partial response to sectorial demands for women’s equality. Personal interviews and an examination of documents and literature revealed that the policy is a response to demands by high-tech industries and women, while simultaneously trying to satisfy opposing ultraorthodox groups who have acquired increased political power. To reach a compromise between the above, it is implemented as a technical curricular matter.
