Though insanity may be fully developed in certain cases, at the time of commitment of crime, but due to lack of proper mental examination the mental deficiency is overlooked and commitment is made to a correctional institute instead of a hospital for insane or an institution for anti social defectives. The classification of and statistics pertaining to criminal insanity and mental defects in criminals has been worked out in Eastern states of America, which has been reported. Gives a brief summary of the report of the committee, responsible for the mental survey of the prisoners in the Illinois State Penitentiary at Joliet.
