N2  - The ariticle discusses the National Cooperative Highway Research Program's study to determine the safety effects of converting stop to yield control at intersections, questions the conclusions drawn from its findings, and examines the stop vs yield issue from a different point of view: how is the public interest served best? This article notes that no stop signs should be used without evidence showing that the safety benefits will outweigh adverse effects, that sight distance and safe approach speed are not relevant to selecting the type of control, that yield control becomes more cost effective with rising traffic volumes, and that accident costs should be borne by the insurers of the parties involved without imposition of needless stops on the motoring public at large.<p />
