N2  - Generally, the effectiveness of road improvements is evaluated by the statistical significance of "before and after" studies of accident involvement. Such an analysis neglects to take into account at the onset any possible relationship between measures of accidents and traffic flow characteristics. The purpose of this paper is to consider such a relationship in the process of safety evaluation.<p />
