N2  - This study describes in mathematical terms a procedure employed by the National Highway Traffic Safety Administration of the Department of Transportation for the analysis of two-vehicle accidents. The procedure contains an Assignment Rule in which one of the involved driver-vehicle combinations is assigned to the class of active involvement and the other driver-vehicle combination is assigned to the class of passive involvement. Once case of interest is the Random Assignment Rule, and this is contrasted with the results of a Fixed Assignment Rule. Results are derived that show the effect on specific indices of (I) errors in assignment and (2) a Composite Assignment Rule (a mixture of Fixed and Random Rules).<p />
