A key question concerns why the banning of hazardous pesticides disappears from the national policy agenda in the transfer process. The paper argues that development interventions reinforce a way of framing pesticide risks which prioritizes the scientific assessment of pesticides as a product rather than examining the everyday context in which they are used.
