This will entail analyzing the Civil Rights Act of 1866 and other relevant proceedings in the Thirty-Ninth Congress. This study concludes with an overview of the concepts of both personal liberty and security as recognized in the Freedmen's Bureau Act and the Fourteenth Amendment.
