The one major exception is conscription. But this misses numerous other fields of application. Trends in modern public policy and in corporate management ensure a shift towards an enhanced human resource focus as does the long-term pressure of Baumol's “cost-disease”. This should spill over to defence. Also the new institutional labour economics has an excellent laboratory awaiting it in this field of defence human resources.
