%X In order to boost the construction of urban safety as a soft power and provide a solid theoretical basis for urban safety culture, the concept of urban safety culture was defined based on referring to the definitions of urban culture and safety culture. Then the connotation of urban safety culture was analyzed from its main body, purpose and content. Finally, the construction thinking of urban safety culture on the basis of the "individual-group-organization-city" 4-layer evolutionary structure was discussed. The results show that the urban safety culture takes the city system composed of city organizations and their menbers as the main body, that the urban safety culture consists of four aspects, namely urban idea safety culture, urban institution safety culture, urban behavior safety culture and urban material safety culture, and that its construction is a dynamic process from individual to city. © 2019 China Safety Science Journal<p /><p>Language: zh</p>
