%X This paper describes the design of a database management system development for a study into road accident migration and the effectiveness of different types of highway improvement. It was required that the system should enable data to be co-ordinated from different sources, allow sites to be selected according to different criteria and allow different methods of analysis. To assess the safety benefits of treatments accurately, the system also provides a facility for estimating the regression-to-mean effect. It is believed that the principles used in the design of this database system are appropriate for other similar investigations.<p />
