%X Reduction of accidents, highway efficiency and uniformity in methods of handling traffic are desirable. establishment of a state unit is recommended, either separate or as a bureau of the highway department, to have more than advisory authority in the planning of regulations and enforcement of the law. State regulation of traffic may include such features as: state limitations, traffic signal operation, parking restriction, and control of turns.<p />
