abstract="Race relations during the year have evidenced little change. Negroes have been the first and most severe sufferers during the economic depression. Steady reduction in immigration has gone hand in hand with intensification of restriction and increasing deportation of &quot;undesirable&quot; aliens. During the first nine months of 1931 emigration exceeded immigration by 22,769. The Exposition of Indian Arts has been the outstanding event in Indian affairs.<p />",
