abstract="This study examined the effects of contextual factors on employee willingness to raise safety issues within organizations. Data from 178 participants supported a structural model suggesting that top management openness and norms favouring raising issues were significant predictors of an individual's perceived probability of success and perceived image risk. Perceived probability of success, was in turn, a significant predictor of employee willingness to raise safety issues. Implications for research and practice are discussed.
