abstract="This article proposes and examines a process to assess the vulnerability of sites using nine variables, and an assessment rating system ranging from 0 to 5 for each category. The rating categories include a site's visibility, relationship to jurisdiction, impact of site inside and outside of its jurisdiction, access, on-site hazards, building height, types of construction, site population capacity, and the potential for mass casualties.
