abstract="The US Supreme Court sent a warning to cities to justify public non-motorized easement requirements. The burden to define the need for a pedestrian/bicycle easement rests with the cities. The question if development creates the need for the public easement is difficult to answer due to insufficiency of knowledge regarding pedestrian and bicycle trip generation, demonstrating the need for a national pedestrian and bicycle manual. Besides, cities should adopt area wide mobility standards that include pedestrian/bicycle needs. The goal of the standard is to work with local communities and private developers to identify and develop a unified pedestrian and bicycle system as part of a multimodal transportation program.   <p>Language: en</p>",
