abstract="In order to ensure normal operation of highways in case of public health emergency and strictly prevent import and transmission of epidemics，a two⁃stage control scheme was proposed which combined entrance and exit closure control with identification point control. In the first stage，low⁃level or low⁃utility entrances and exits were closed. Then，a zero⁃one planing identification point selection model was established aiming at reducing weighted cost in stage two. Finally，genetic algorithm was adopted to resolve scheme of identification point setup. The results show that the proposed scheme，by closing entrances and exist as well as reasonably setting identification points，reduces exposure cost by 83.4% compared with real control strategy. Its total control cost can be cut by 19.3% and 13.6% respectively compared with real control strategy and contrast control strategy，indicating that it can efficiently improve operation safety of highway at the lowest cost. © 2020 China Safety Science Journal.
