abstract="In this paper some preliminary results are presented relating to the effects on accident occurrence of all engineering work carried out on a number of routes in Cheshire between 1977 and 1987. By including all engineering measures on the study routes (any of which could affect the expected accident frequency at the treated sites or their neighbours) proper consideration can be given to the possibility of a re-distribution of accidents. In an attempt to estimate the expected number of accidents at the sites included in the study, the Empirical Bayes (EB) method is used to give a weighted combination of the expected accidents predicted by a suitable model and the observed accidents at the site in question.<p />",
