abstract="When proposals for trunk roads are assessed a framework is used which attempts to set out which groups will be affected by the scheme and to what extent, in order to allow a balanced appraisal of all the options. No such procedure is in use for cycle schemes. This article suggests a possible framework. It discusses the elements of the framework and possible methods of measurement, and then applies the framework to the Wilmslow Road corridor scheme in Manchester, a major scheme designed to aid cyclists and bus-users. It demonstrates the cost-effectiveness of the scheme.",
